Tom Downey distinguished himself in the United States Congress as an influential leader on the major domestic and international issues affecting the nation. Since returning to the private sector in 1993, his views have continued receiving widespread attention by those in government and the press. President Clinton appointed him to the Bipartisan Commission on Entitlement Reform. During his 18-year career in Congress, Downey was at the forefront of efforts to open markets for U.S. products. He was also a member of the powerful House Ways and Means Committee and an influential voice on tax policy.
