When it comes to federal health policy, Stuart Altman is your man. Many years have been devoted to the health industry by Stuart. From 1971-1976 he was Deputy Assistant Secretary for Planning and Education/Health at HEW. While serving in that position, he was one of the principal contributors to the development and advancement of the Administration's National Health Insurance Proposal. From 73-74 he was the Deputy Director for Health of the President's Cost of Living Council where he was responsible for developing the council's program on health care containment. Altman often testifies often before various congressional committees, most recently on the 1997 Balanced Budget Act and its impact on Medicare spending for hospital and the health care system.
